Is it the same locally as in USA?

I don't think so, not in the big airlines, CAA are very strict. Can't comment on the small airlines but as we know there has just been a major issue with one.
Don't worry about old age, it doesn't last long.

The accusation that low cost airlines are primarily the culprit is not the case. The FAA has penalized most airlines in the last few years. Does this mean they're all unsafe, no? Does this mean that the FAA is holding them to account? More likely.

One of the two airlines mentioned is Southwest Airlines, which is a LCC, and has been subject of significant media attention for maintenance, ostensibly due to it being a LCC. But yes, the report also pings American Airlines, which isn't a LCC.
