The weather today

Looking outside it is totally overcast...quite high but solid. Some lower cloud and light rain. Now the Metar (FALA and FAOR) are reporting Scattered at 2000'.
Does the Metar only report cloud amounts below the MEA/MSA? If not, the reporting of the cloud situation today has me confused...
