What is the indeed the problem? Engine? Other A/C got in the meantime developed and certified from scratch on drawing boards in that long time.
Multi-engine developments in the States are even flying with 4 electric-motors.

This makes me think if 4 very small engines (30-40 HP) would be also an option. There are a hand full of engines from manufacturers and very reasonable priced on the market. If one of the engines fails the A/C is still operational.

Or, are construction issues on the A/C which cause the development delay?

with so many very lightweight engines in the 25-40 HP range on the market, it looks like good fun.
The horsepower to weight ratio on these engines is between 2-2.5 : 1 #-o
If one of this simple para-gliding engine fails, nothing even to bother, it actually does not even matter with 3 monkeys still operating. On top of it, they all are very economical (4-5L/h each) and fly only on Mogas :P
Two in front and two on the wing surly would look as well smart balancing the weight even better.
