World travelers...please help ID the structure

I spotted this structure here -8.925205, 13.586961
I couldn't get close due to wet and muddy roads as well as PBs with menacing looks...

Have any of the world wise travelers seen anything like this? Octagonal with four windows and four holes in the roof between the windows. The one hole seems to be facing northish...

.....been there a couple of times, tell me is that big informal market in Luanda still going strong - there one could find anything from a copper to chopper :D

Those structures are really bugging me... I've 'seen' them somewhere before... just cannot remember :)

Looks like a Kramat . Cape Town has a few. These are Muslim shrines.

In some respects, it reminds me of the Hiroshima Peace Memorial / Atomic Bomb Dome in Hiroshima.

It does resemble a structure that was built by the Nazi's and that has puzzled many people. There was some speculation that the Nazi's had contact with UFO's and this structure was part of the development of their own specialized flying inventions.

Unlikely, but as you say those holes in the roof might be observatory ports.
