Validating Jordanian CPL (ATPL Frozen) to SACAA with Libyan Nationality

To whom it may concern,

I have a client from Libya (Nationality) who has a Jordan CPL with frozen ATPL, he would like to convert his licence to SACAA type. What would be the process of doing this? Is there anyone that could please shed some light on this as what steps to follow going forward.

Hi Heliguy.

Your posts heading mentions the word validating in the heading, yet in the body you mention he wants to convert his existing licence to a SA CPL. The process to validate a licence to an SA CAA licence validation will allow him to fly ZS aircraft, but no new type ratings are allowed on the SA validation, and he would need to keep his Jordanian licence current annually. The process to "convert" his Jordanian CAA licence to a full SA CPL is a lot more involved, and I believe involves all the theoretical subjects and a flight test for an initial CPL. The validation is a lot simpler and just requires law and procedures and a flight test.

I haven't gone through the CATS and CARS confirming the above, but you will need to be clearer perhaps with regards to if it's a validation or full SA CPL your client is after. All the best.

Hi Burner,

Thank you so much for your response, and apologies for my lack of transparency on my post.

He would like to do the full SA CAA licence, i made an error on my terminology in my post. I would like to enquire whether his hours would be valid towards his SA CAA licence or would he need to do the full 200 hours for a CPL in SA, or could he do a "conversion" to SA CAA type? I believe he would require to write all the CPL/ATPL subjects in SA to have a full SACAA licence or would his Jordanian subjects suffice for SACAA type licence? He would also like to get his IFR/ATPL (H) too. Pardon my misunderstanding in the whole process, im not too familiar with the intricacies surrounding the approach on this process.

No problems at all. My SA Part 141/91 licensing law is a little rusty. But I can't see why his hours wouldn't be credited. He'll need to write the theoretical exams, and do the relevant flight test. I'm just a bit unsure if he will first need to do his SA PPL first in order to be eligible to write the CPL/ATP theoretical exams. In Europe for example, EASA allows you to write the theoretical exams on the basis of having a valid ICAO CPL/ATPL. I'll do some digging in the CATS and CARS tonight and see what I can find out. Not too sure if the SACAA monitor this section anymore, so you might have to just keep phoning testing standards or licensing.

I've done some digging on the CAA website, and it does seem that there is a simpler way of him obtaining a straight SA CPL off of his Jordanian CPL. I'm attaching a CAA checklist for this. It does mention that it's at their discretion if it's a temporary validation or permanent conversion. To me this is where you should start the enquiry process. Having worked in Jordan, I know their flight training standards are very high, so wouldn't be surprised if they exceed the SA standards and thus make him eligible for a permanent conversion.
