She often flies at only between 16,000 and 17,000ft
This is because she is a medical transport and often has to fly low to keep cabin pressures high for patients onboard
A good mate of mine flies for Halsted, will ask him why they're flying lower. They do medevacs out of Zim, so I can understand flying lower from Harare to Lanseria with the patient, but this is a return flight which I'm 99% sure would be an empty positioning flight.

Sounds more like an INOP yaw damper, without the dual strakes on the empennage you're limited to FL170 in a BE20 :)
Could be
Its been INOP a while then

A VistaJet Global 7500 en-route CPT-MAD have turned around over southern Namibia and seems to be diverting into Upington, looks like been on a much lower altitude for quite a bit on the way to UTN.

Now dumping fuel. It's the one that broke down on the 17th June, think a hydraulic leak?

Rumour has it the pax didn’t clear customs and immigration at Cape Town and had to turn around… I’m sure there are some very red faces at the FBO.

Sounds strange
The only thing one does at OR Tambo on a commercial flight leaving SA is flash the sleepy official the outside of your passport when you leave.
Nothing is looked at or done

Is it different in CPT or for private flight pax ?

Didn't realise it couldn't dump fuel. Expensive exercise burning off fuel.
