ICASA Licence renewal

Apologies in advance if this is in the wrong section. I figured the "learning" part would cover this.

I need to renew my aircraft's Frequency Spectrum Licence. The current lic is still valid, although in the previous owner's name. I'm unsure if the lic can be transfered, or if i need to apply for a new one.

The reason i ask this is that phoning ICASA is pointless. One get's put on hold, that's if they even answer the phone to begin with. Sending a mail is equally pointless, and their "automatic response" takes the better part of 2 hours. This from a company that has a R1.4bn operating budget? Amazing service right?

Short of going there, i'm not sure what to do. I also know when i get there, i will not have all the necessary documentation, blood samples, mental-health history and various other unrelated certified copies that gov institutions require before they can inefficiently process an application. If anyone knows the process, please could you let me/us know, to save some time and energy.

Mine was last renewed in February of last year. The lady I dealt with was Busi Mhlambi. She responded fairly efficiently via email.

She'll send you a form to fill out, make payment, and presto! it's done.
Not as bad as it may seem.
