Icasa sends out individual invoices? Do they? If they did, explain why there is so much confusion about radio station licences when it comes to aviation.

I duly paid my 12.00 for the 4 licences and received a call a few weeks later from a lady telling me they only have one aircraft registered.
It's no wonder I have only received, spasmodically, one license renewal notice.
And yes, forms were faxed years ago with proof of payments then for registration [ 480.00 ] as well as licence fee for that year, and of course, all subsequent years.
What happened to those payments, and why no follow through from their side as to what the payments were for, as they did now.
Guess I am entitled to a hefty refund.
I will have to resolve this now as although I keep my proof of payment in the aircraft, due to their generally not issuing licences, as hundreds of us do, the planes in question are not registered with them.
So even though I submitted the forms via fax, paid and sent PofP with a covering fax to a specific person, my aircraft are technically illegal.
This could be the case with a lot of the guys out there who complain that they never receive renewal notices or licences but pay and keep the PofP's in the planes.
This could have serious legal repercussions when one consideres what's happening to Julian Swift.
I guess having RAASA take it over will sort matters out, but will no doubt cost more for their service.

That is not the intention. License fees are gazetted and that is what will be charged. All RAASA fees are the amounts in Part 187 which would have been paid to CAA anyway. As an aside - Part 187 fee increases which should have been published almost a year ago will only see the light of day at the end of March 2011. We have had almost an additional year of no fee increase due to the slip up in not publishing the amended Part 187. I am sure that the next proposed fee increase will make up for that.

TCA is not really RAASA's mandate but if one thinks about it any clown with a PC and a basic word processor and accounting package could run this on his own. I work for ICASA the subject of your frustrations. I feel the same frustration you feel and would probably have the same perception of my organisation given the same circumstances as you all seem to have. However, I am not prepared to make apologies for things which are not directly connected to my own operational sphere, which is of a largely regional nature in Durban, KZN. What I am prepared to do is offer my assistance to sort out the problems you appear to be having and try to explain the objective of the, for example, 3 month period to 31 March (read my posting on Jan 10th in the ICASA section). Chris kindly set up a separate page for ICASA discussions and I would appreciate it if your comments, questions, etc could be directed there. I have limited time to spend scrolling thru the General forum looking for relevant postings and am likely to miss some, which in itself would probably create further frustration and perceptions of "typical government inefficiency" as previously noted by at least one respondent. I may not be able to answer all your queries to your satisfaction. If I don't, I apologise in advance. If I cannot answer your query myself, I will endeavour to obtain the answer from my HQ and if I cannot sort out your problem directly, I will try and advise you whom to contact at HQ who may be in a position to, but, please, if you don't come right, don't come looking for me with your Glock!

ADT do not issue you with a licence. They charge you a fee which includes a portion of the licence fee charged them by ICASA for the licence issued to them on which your alarm system operates. The licence fee charged to all alarm companies by ICASA is R18.00 per alarm transmitter. Whatever charge they pass on to the end-user, i.e. yourself, is entirely up to them and is based on commercial business practice related to what the market will stand.ADT charges me precisely R48 + an admin fee

Partially correct. Such agents as you call them are actually Radio Dealers who acquire their own licences and repeater frequencies then rent slots out to third party users, such as farmers, etc, whose rental pays a portion of the overall licence fee payable by the agent or Radio Dealer to ICASA. Actually I think you will find that most farmers have their own licences and pay their own fees for the radios in use, unless they happen to belong to a cooperative who have acquired a "bulk" licence on behalf of all their members. Truck drivers don't usually have their own licences but operate radio equipment owned and licenced by their employers. This is because most long-distance truckers operate on HF, if they use radios, and HF is not supported by repeaters. Of course, local area truckers may use VHF systems but again these are largely owned and licenced by the trucking company. In terms of the Electronic Communications Act (Act No.36 of 2005) the only entity empowered by law to issue radiocommunication licences is ICASA and any other organisation purporting to issue licences is doing so illegally. Likewise the only entity empowered to charge a licence fee for for radiocommunication services is ICASA. Other organisations may charge a fee for rental of radio equipment, use of the frequency spectrum allocated to them on a licence issued by ICASA, recovery of licence fees, or a portion thereof, charged them by ICASA, etc, but they may not refer to these fees as "licence fees"!

I have now been put through for the thirde time - no one can help - those that can help is on a workshop!!
I paid R48.00 on the 15/12/2010 - after recieving a statement.

So - last year in early December I paid the R48.
Mid January I get an account for R12 - no sign of the R48 credit.
Still no license in the post yet. I suppose it is another visit to the ICASA offices.
