Ok, I give up,
Where do I find the static drain - I found what looks like it could be a drain under the Fuz, near the battery vent and drains, but it does not move and I didn't want to force it.

Maybe take off the side cover that gives access to the battery and have a look see inside with a torch. I'm not sure where the static vents are on a J, but you would probably be able to follow the static lines and maybe they'll lead you to the drain

I gave the problem to our AMO, he stripped the drain valve, found it gunked up and siezed, but cleaned up nicely and working well. Drain is under the battery compartment.

I'm not sure whether change were introduced with the J, but my F has the drain and my common sense tells me that although we'll probably never use it because we fly mainly VFR, it should be there somewhere - just in case.
