I don't think there is anybody specific who deals with this type of licence in the Gauteng Region but you may wish to contact the office of the Gauteng Regional Manager, Mr Tshepi Lekganyane, or his secretary Ms Teboho Malefane. Their respective numbers are 011-5663561 and 011-5663563.
However, bearing in mind that it was Tshepi's office that dealt with the Swift affair and if you feel that you would rather not stir the pot too much just yet, you are welcome to direct your enquiry to myself either via email at pleonard@icasa.org.za or phone on 031-3349515. Leave a message if I'm not in and I'll get back to you ASAP.
For general info our Gauteng and Mpumalanga Regional offices are currently situated at our Joburg Head Office who's phone numbers are 011-5663000/1/2.
