Hi Tanglefoot et Al,
All aircraft licences were debited with the increased R120.00 fee for the forthcoming licence year, i.e. 01/04/2012 - 31/03/2013 on 22nd February. Commencing on Monday 27th February printing of renewal notices started, however this would not necessarily mean that all aircraft renewals would have been printed that week as there would also be many thousands of other types of licence renewals to be generated as well, Amateur, Maritime, CB, etc. Payment of the fees is due on or before 1st April so there is still a bit of time for the renewals to arrive. Currently they are posted to the last known address of the licence holder but, hopefully within the near future, systems are being developed to make the licensing process, including payment of fees, electronic which will speed up the process tremendously and also elimitate errors as far as possible.
Payment of fees in advance up to 5 years ahead is provided for in the regulations, however, it is rather unclear as to the process to be followed as this must be requested and is not automatically initiated by the payment of the relevant fee, whether for 3 years or 4 or 5, as determined by the sliding scale published in the regs gazetted on 27th August 2010. I have requested my HQ to clarify the process and also to identify the person and/or section/s responsible for dealing with such requests. When I receive said clarification it will be posted on this forum FYI. One thing to note iro the expanded payment up to 5 years ahead is that there will be no refund of unexpended fees should the respective aircraft be sold or otherwise disposed of before the expiry of the 5 year term.
In the event that anyone wishes to pay the fees before receiving the latest renewal, you may use last year's renewal notice as the only detail which has changed is the fee which is now R120.00. According to our HQ Finance section, it is no longer necessary to fax or email a copy of the receipt of payment as, providing you use your aircraft's licence number as a reference (NOT the aircraft's registration letters!) transfer of the payment to your licence account should be automatic. If you did receive a renewal advice last year and the subsequent licence with the expiry date of 31/03/2012, then, providing your postal address has not changed in the last 12 months, there should be no problem. If, however, you did not receive a renewal and/or licence for this current year, or if your postal address has changed in the last 12 months and you have not advised us accordingly, I would recommend you confirm your licence status and particulars recorded on our database with your local Icasa Regional Office prior to payment being made.

Sometimes I am convinced that nobody really reads what others write, but only imagine what they think the writer is saying. I have lost count of how many times I have posted my email address on this forum (and others of a similar nature) along with the offer of assistance in trying to resolve any problems which the aeronautical community may have and which lie within my powers to deal with. I have spent a considerable amount of time responding to persons asking reasonable (and sometimes unreasonable!) questions regarding licensing, the use of certain types of radio equipment, etc, and have posted several mailings containg information and/or clarification of various topics which have either been misunderstood or perhaps even misrepresented by others. I have also mentioned several times that I do not agree with all that ICASA does and do not accept personal liability for the errors which are committed. I am not ICASA, I am merely an employee who has spent the last 38 years working for this organisation in its various guises since its Dept of Posts and Telecoms incarnation and has watched the same organisation become the butt of a torrent of abuse and criticism, some of which is, admittedly, well-earned. I have not been active on this forum for a couple of weeks becauseI do have a job which I need to keep if I want to avoid losing my car, home and maybe my wife! and sometimes my job demands a disproportionate amount of time. Then I return to find a posting such as the one above which is basically saying in a "nice sarcastic manner" that I, along with the rest of my colleagues, am responsible for everything that is wrong with the organisation because we are all wankers who don't care about our clients or the problems they face due to our failure to issue paperwork within a reasonable time-frame.
Terry you can give my name to anyone you care to if it makes you feel good but maybe, after you have thought things over a bit and perhaps read one or two of my other postings, you may wish to correspond directly with me to see what we can do to alleviate, or eliminate, the problems. The ball, as they say, is in your court!

WE are the real idiots for meekly accepting this.
I fail to understand why CAA & RAASA do not include it as part of our ATF payment i.e. ATF==radio license they then pay over to ICASA in bulk. If ICASA does not play ball ...CAA & RAASA should just say we are not doing your policing for you & issue ATF's without proof of radio license.
